The “Hamas” and “Fatah” movements signed on Thursday (12 October 2017) an agreement to end the Palestinian division, in Cairo, with the attendance of the director of the Egyptian General Intelligence Khaled Fawzy.

The agreement of the Fatah and Hamas movements to end the Palestinian division
Proceeding from the importance of entrenching the principle of national partnership and giving precedence to the public interest to achieve the hopes and aspirations of the Palestinian people in ending the division, strengthening the internal front, and achieving national unity for the accomplishment of the national project, ending the occupation and establishing the sovereign Palestinian state on all the Palestinian territories occupied in 1967, with Jerusalem as its capital and the return of the refugees; and the full commitment to the Basic Law to preserve the single, democratic, pluralist political system and the peaceful transfer of power through the ballot box; and the protection of the independent Palestinian national decision and respect for the sovereignty of states; and the welcoming of all assistance to the Palestinian people for reconstruction and development through the Palestinian government.
The Fatah and Hamas movements held a series of meetings over the two days of 10 and 11 October 2017 under Egyptian sponsorship in Cairo, to examine the topics relating to the national-reconciliation file, and the two movements agreed on the following:
1- Completing the procedures of enabling the national-consensus government to exercise its tasks fully and perform its responsibilities in managing the Strip as the West Bank, according to order and law, by a deadline of 1/12/2017.
2- The speedy completion by the legal/administrative committee formed by the national-consensus government of finding a solution to the matter of the Strip's employees, before the first of February 2018 at the latest, with the participation of experts, specialists, and informed persons from the Gaza Strip in the above-mentioned committee's work; and the government undertakes the continuation of the employees' receipt of the salaries currently paid to them during the committee's work, beginning from the salary of November 2017, upon the government's enablement to perform its administrative and financial powers, including collection and levying.
3- Completing the procedures of the “national consensus” government's receipt of all the crossings of the Gaza Strip, including enabling the Palestinian Authority's crews to manage those crossings fully, by a deadline of 1/11/2017.
4- The leaderships of the official security agencies working in the State of Palestine heading to the Gaza Strip to examine the ways and mechanisms of rebuilding the security agencies with those of competence.
5- Holding a meeting in Cairo during the first week of December 2017 to assess what has been accomplished in all the issues agreed upon.
6- Holding a meeting on 14/11/2017 for all the Palestinian factions signatory in Cairo to the “Palestinian national consensus” agreement of 4/5/2011, to examine all the reconciliation clauses contained in the mentioned agreement.
