The United Nations, through its envoy for the peace process in the Middle East Mr Robert Serry, has developed a detailed mechanism allowing a tripartite committee composed of the United Nations, the Palestinian Authority, and the Israeli army full oversight over the needed raw materials, with the installation of surveillance cameras on the raw-material warehouses, and the tracking of the course of every truck carrying raw materials — with the goal of making sure that the Hamas movement obtains none of them to use in building the tunnels or restoring its military equipment. This mechanism has not been disclosed until now, which strengthens the doubts raised around it. Some reports indicated that this mechanism means that the United Nations has codified the Israeli blockade on Gaza and legitimised it, instead of working on lifting it, as its charter provides. What is certain is that the mechanism proposed by the United Nations, which comprises the employment of an immense army of foreign experts, from 25 to 400 experts, will represent a huge financial, security, and administrative burden, which will prolong the reconstruction process for long years. This mechanism makes the United Nations the leader of the reconstruction process, instead of the Palestinian Authority, and the Palestinians of the Gaza Strip will sing the praises of the United Nations, instead of their gratitude to their National Authority.
