Small enterprises are the cornerstone of societies that seek economic development, given their vital role in providing job opportunities for all social groups and a source of income that helps their owners meet their essential needs and requirements. This has drawn the attention of many economists, who hold that supporting and developing small enterprises, and encouraging their creation, contributes substantially to economic and social development within society. Small enterprises receive the same attention in developing and developed countries alike: in the developed countries, heavy industry needs the small enterprises that produce its basic and primary materials.

This paper focuses principally on the administrative characteristics of small enterprises in the Gaza Strip and the challenges facing them.
