A set of policy papers on “Youth entrepreneurial ventures in the Palestinian business environment” concluded that government policies must be harmonised at the level of regulations, laws, and economic procedures; that young people urgently need to understand the nature of building small entrepreneurial ventures early — before graduating from university; and that Palestinian youth must be supplied with the skills to realise their entrepreneurial ideas, given their importance in improving work opportunities, establishing their own ventures, and strengthening their capacity to compete in the local and global labour market. The publication comprised three policy papers, as follows:

The first paper discussed the obstacles facing small enterprises managed and owned by women. Part of them is tied to operating within an economy still under occupation, dependent principally on external aid and grants; another part is tied to the community surrounding those enterprises, as well as the shortage of funding and information, administrative and marketing problems, and other obstacles and challenges.

The second paper examined the obstacles that may face the establishment of ventures and the practice of entrepreneurship — among them the scarcity of experience and knowledge among entrepreneurs themselves, as well as the legal framework governing the work of entrepreneurial ventures. The governing legal framework is of the utmost importance in encouraging, developing, and growing entrepreneurial activity, bearing heavily on the performance and efficiency of those activities, which contribute greatly to economic growth.

The third addressed the business environment of small enterprises in the Gaza Strip and the challenges they face from the political and economic conditions the Strip is passing through. The economic and social environment surrounding the various economic activities heightens the Palestinian economy's need to overcome all the challenges and obstacles standing in the way of progress and development — through serious, genuine attention from all official and unofficial bodies to the small-enterprise sector, given the characteristics that enable this sector to provide work opportunities and absorb the largest possible share of the workforce, especially university graduates — contributing to the growth and development of the Palestinian economy.
