Policy paper: Palestinian democracy — a reading of the obstacles to democratic transition and proposals for treatment
The paper catalogues the impediments to democracy in Palestine: an occupation that has deformed society's structures and blocked elections, and a division that has erased national consensus on when and how to hold them — alongside the internal and external factors stalling democratic transformation.

The paper recounted the obstacles to democracy in Palestine: the Israeli occupation, which has deformed the structures of Palestinian society and its hoped-for state and obstructed the holding of elections across all the Palestinian territories; and the Palestinian division, which has produced the absence of national consensus on when and how to hold Palestinian elections. It also presented the internal and external factors blocking democratic transformations in Palestine.
It concluded by offering a set of political proposals to address the obstacles, such as holding local and general elections — reinforced by a proposal to turn to the international community for the sake of practising Palestinian democracy and holding the elections — in addition to a proposal calling for re-rooting the values of democracy through social and political upbringing in the rising Palestinian generation.
