Pal-Think issued a policy paper titled (Citizenship between Theory and Practice in Palestine), under the project (Pal-Think Academy for Democracy and Human Rights — phase two), funded by the German Institute for Foreign Relations (ifa).

The paper surveyed citizenship in the history of modern political thought and its development in law, focusing principally on the concept of citizenship in the Palestinian context and its evolution, and cast a close look at the most important legislation related to citizenship in Palestine.

In its final axis, the paper addressed the mechanisms for strengthening citizenship in Palestinian society as concept and practice. We must elevate the concept of citizenship so that it elevates us; citizenship is a concept that carries within it responsibility and commitment toward the society and state to which the individual belongs. This requires working to strengthen rights and the values and principles of citizenship, and achieving engagement and participation in the affairs of state and society by reinforcing society's immune systems.
