Project monitoring and evaluation consultant

“Strengthening cooperation between the Palestinian community organisations for the sake of strengthening the future Palestinian state”

Introduction: Pal-Think for Strategic Studies is a Palestinian institution of independent thought, non-profit; Pal-Think for Strategic Studies was founded in 1995, shortly after the founding of the Palestinian National Authority, in order to enrich, strengthen, and encourage discussion, dialogue, and joint thinking around the issues that concern the present and future of the Palestinian people.

About the project: The project works on implementing 25 initiatives in parallel between partner institutions between the northern and southern governorates of the homeland, and aims at spreading cooperation between the institutions, strengthening the setting of unified Palestinian priorities and strategic goals, and increasing communication between the West Bank and Gaza — which will contribute to strengthening and reinforcing the civil foundations of an independent Palestinian state.

Duration of the consultancy: 6 months Expected date of the start of work: 1 October 2018 Job title: External evaluator for the monitoring and evaluation of the project in the West Bank and the Gaza Strip

Tasks and responsibilities:

• Reviewing all the project's documents and literature and reviewing the two theories of change belonging to Pal-Think for Strategic Studies and the extent of their linkage to the project's results
• Setting a clear detailed plan for the methodology and mechanism of evaluation, monitoring, and learning from the lessons learned, to monitor and measure the impact of the project on the youth, society, and the stakeholders
• Reviewing the results expected from the project and comparing them with what was actually achieved, with linking them to the indicators belonging to all their activities
• Presenting new proposals and recommendations within the goals of the project that was evaluated
• Writing a detailed final report based on the results reached, in the Arabic and English languages, of no fewer than 20 pages.
• A summary copy with the most important recommendations, in addition to presenting the recommendations and the report in a workshop.

Qualifications and experience:

• Experience of no fewer than 5 years in the field of civil work and conducting evaluations of projects.
• Cognitive and practical experience in implementing previous projects
• A high capacity in managing information, gathering information and analysing it, and mastery of the two languages Arabic and English
• The project is implemented in parallel between the northern governorates and the Gaza Strip; the evaluator or their team must have the capacity to reach and work in the West Bank and the Gaza Strip.

1. A detailed technical offer including the following:

• A model of an evaluation of previous projects or programmes.
• The evaluation methodology and tools that will be followed.
• A CV of the applying party and the proposed work team, with clarification of the nature of the roles of each person, the experience, and what qualifies the applicant to perform the service.
• Three references for whom related works were implemented
• The timetable according to the stages of evaluation and auditing
