“Strengthening cooperation among civil institutions for communal harmony“
Introduction: Pal-Think for Strategic Studies is a Palestinian institution of independent thought working to enrich, strengthen, and encourage discussion, dialogue, and reflection on the issues that concern the present and future of the Palestinian people. It implements activities and projects that strengthen and entrench attention to research work and form new networks of expertise and competence in the multiple fields of research, and it constantly seeks cooperation with international experts in different governmental, academic, and civil-society fields in order to improve the Palestinian citizen's reality, strengthen the spirit of tolerance and civil peace, and spread the culture of non-violence and human rights in Palestinian society
The Palestinian Association for Empowerment and Local Development — REFORM — is an institution concerned with empowerment, local development, and the sector of governance and public policy. It seeks to advance the reality of participation in political and social life, democratise the local-governance system in the marginalised areas, and facilitate development processes responsive to the public's needs in local Palestinian communities — accompanied by building a supportive social system able to secure balanced access to public life for the less fortunate groups.
About the project: Pal-Think and REFORM obtained a financial grant to implement the project of strengthening cooperation among civil institutions for communal harmony, funded by the Swiss government FDFA, in both the West Bank and the Gaza Strip.
The project works to entrench the relation with the partner organisations and contribute to strengthening Palestinian unity and reconciliation through strengthening the bonds among Palestinian civil-society organisations in all the Palestinian governorates — through founding a coalition of 22 civil-society organisations from Jerusalem, the West Bank, and the Gaza Strip, and carrying out initiatives in partnership among the institutions to spread cooperation, strengthen and lay down unified Palestinian priorities and strategic goals, and increase contact between the West Bank, Jerusalem, and the Gaza Strip — which will contribute to strengthening and fortifying the civil foundations of an independent Palestinian state.
Duration of the assignment: 7 months
Expected starting date of the work: 1 April 2022
Job title: external evaluator for the project's evaluation and monitoring in the West Bank, the Gaza Strip, and Jerusalem
Tasks and responsibilities:
- Reviewing all the project's documents and literature and reviewing the two theories of change and the extent of their attachment to the project's results
- Laying down a clear, detailed plan for the methodology and mechanism of evaluation, monitoring, and learning from lessons learned, to monitor and measure the project's impact on youth, society, and stakeholders
- Reviewing the results expected from the project and comparing them with what was actually achieved, linking them to the indicators of each of their activities
- Offering new proposals and recommendations within the goals of the evaluated project
- Writing a detailed final report based on the results reached, in Arabic and English, of no fewer than 20 pages.
- A summary of the most important recommendations, in addition to presenting the recommendations at the project's closing conference.
Qualifications and experience:
- A master's degree in the related specialisations: business administration, monitoring and evaluation, management of civil institutions, project management, or a related specialisation.
- Experience of no fewer than 5 years in the field of civil work and work in project evaluation.
- Knowledge-based and practical experience in implementing previous projects
- Advanced experience in preparing reports on projects' performance.
- High capacity for information management, information gathering, and analysis, and mastery of both Arabic and English
- The project is implemented in parallel between the northern governorates and the Gaza Strip, so the consultant, or their team, must be able to reach and work in the West Bank, the Gaza Strip, and Jerusalem.
- Advanced capacities for preparing reports in English.

- A sample evaluation of previous projects or programmes.
- The evaluation methodology and tools to be followed.
- A CV of the applying party and the proposed work team, clarifying the nature of each person's roles, the experience, and what qualifies the applicant to perform the service.
- Three references for whom related works were carried out
- The timetable according to the evaluation's stages.
- A presentation of the tools to be employed in gathering and analysing the project's data.
- Attaching samples of previous reports.
- The applicant must prepare this project's reports in both Arabic and English
- A financial offer for all the expenses and fees attached to the evaluation process. The technical and financial offers must be in two separate envelopes, and both placed in a separate envelope — to the address of Pal-Think, located on the fourth floor, Dream Building, Habboush Street, southern Rimal, Gaza, or to the address of REFORM, located on the second floor, al-Tirawi Building, al-Masyoun, Ramallah.
