“SWITCH: turning the principles of democracy and human rights into a way of life and daily practice for the residents of the Gaza Strip”
Introduction: Pal-Think for Strategic Studies is a Palestinian institution of independent thought that works to enrich, strengthen, and encourage debate, dialogue, and reflection on the issues that matter to the present and future of Palestinian youth, and delivers activities and projects that consolidate attention to the issues of democracy and human rights.
Pal-Think has received a grant to implement the project “SWITCH: turning the principles of democracy and human rights into a way of life and daily practice for the residents of the Gaza Strip”, funded by the European Union in partnership with Acted.
About the project: the project aims to raise awareness among Palestinian youth and Palestinian grassroots institutions in the Gaza Strip on the topics of human rights, democracy, community initiatives, and community work. The trainings address hate speech, gender-based violence, gender equality, the democratic participation of women and youth in the local community, and decision-making skills. The project targets 60 young Palestinians, 12 grassroots institutions in marginalised areas, and 40 journalists, to build their capacity and train them in the methods of peaceful defence of Palestinian human rights. The target group will also learn about the principles of democracy and the importance of spreading awareness among youth and Palestinian society through community initiatives. The project contributes to enabling civil-society institutions to monitor the state of human rights and sound democratic practice in the local community. Its activities aim to activate the media's role in defending human rights and to encourage Palestinian society, through campaigns on social-media platforms, to practise democracy as a way of living a safe and prosperous life.
Duration of the assignment: one month
Expected start date: 1 December 2025
Job title: external evaluator for project monitoring and evaluation in the Gaza Strip
Tasks and responsibilities:
- Review all project documents and literature, including the theory of change, and assess how far it connects to the project's actual results
- Set a clear, detailed plan for the methodology and mechanism of evaluation, monitoring, and lesson-learning, in order to track and measure the project's impact on youth, the community, and the participating local institutions
- Review the project's expected results, compare them with what was actually achieved, and link them to the indicators of each activity
- Offer new proposals and recommendations within the objectives of the evaluated project
- Write a detailed final report based on the findings, in Arabic and English, of no fewer than 20 pages.
Qualifications and experience:
- A master's degree in a relevant specialisation: business administration, monitoring and evaluation, NGO management, project management, or a related field.
- No fewer than 5 years' experience in civil-society work and in project evaluation.
- Knowledge and practical experience in implementing previous projects
- Advanced experience in preparing project-performance reports.
- High capability in information management, data collection and analysis, and mastery of Arabic and English
- Advanced capability in preparing reports in English.

- The CV of the applying party and the proposed team, clarifying each person's role, experience, and what qualifies the applicant to perform the service.
- Three references from bodies or institutions for which related work was previously carried out
- The proposed timeline across the stages of the evaluation process.
- A detailed presentation of the tools to be used in collecting and analysing the project's data.
- Samples of previous evaluation reports attached.
- The applicant must prepare this project's reports in both Arabic and English
- The financial offer (in euros), covering all expenses and fees connected to the evaluation.
